Changing a Proposal

These instructions are to revise a proposal in Symphony during the Submission period

 

After the submission deadline passes, a proposal cannot be modified and users must provide new information through a Clarification response or reach out to the Program Office to advise of changes they want the government to be aware of (see Responding to Clarifications).


1. Go to a Proposal 

From the Dashboard, use the Continue Submission button (see Figure 1).

2. Look at the Proposal Overview

The Proposal Overview summarizes the proposal information, such as Team Members, MRCLs, Project Experience, and Business Factors for the Contract Vehicle (see Figure 2). Links to the Document Library and the SAM data are also at the bottom of this page. 

 

The Submission displays the Solicitation Name on the top left and the Live Score on the top right.

SAM data is pulled directly from the official SAM.gov record. If there is an issue with the data, update it at SAM.gov, and then give 24-48 hours for the change to reflect in their database. A request to refresh the SAM data may require a contract modification and a ticket to the help desk outlining the changes. Contact us for a SAM refresh and include the UEI/cage so the official SAM.gov record can be retrieved.  The data in Symphony is for reference use only.


3. Verify the Company Assets

Looking at each section of a proposal verifies the data provided for Team Members, MRCLs, Project Experience, and Business Factors. 

  • In Symphony, users can add different assets from My Company to each submission (see Managing References in My Company).
      
  • To change a Team Member, MRCL, or Project in My Company, the asset cannot be included in a proposal. Users may need to withdraw the asset from the submission before returning to the company profile (see Figure 3). The Company Name will display on the top left when users are in My Company.
      
  • Once changes are complete in My Company, users can add the asset back to a proposal. 
      
  • To delete a Team Member, the team member cannot be included in any project experience or unsubmitted proposals. Make a temporary exchange with another team member in the project data in My Company.

4. Modify the Performance Factors

When adding projects to a proposal, users must claim Performance Factors to earn additional points for the solicitation (see Figure 4). Link to a file for reference and provide reference “tags” (see Tagging Documents).

  • Users can reference multiple documents and select or deselect these references as needed. 
  • Consider swapping documents as file references if making changes. 
  • Tags are at users discretion and are not limited to the pre-populated tags provided by Symphony. Users can add as many tags as needed.

 

5. Review the Proposal 

The Live Score is displayed at the top of the screen in a proposal. Selecting it allows users to review the Scorecard, what the point values are, and how many points are accumulating while building an offer (see Figure 5)

Rules
  • Symphony is designed for users to complete the company profile using the My Company link before applying for a solicitation area
  • Symphony displays warning messages for guidance and does not prevent authorized users from submitting a proposal. These messages can only be removed before the solicitation deadline.
  • The solicitation requirements supersede the Symphony platform. 


The Review Tab

Reviewing the proposal helps users see how each section is scored (see Figure 6)

  • Warning and error messages are only for advisory purposes and remain through proposal evaluation. They cannot be addressed or cleared after the submission deadline has passed.

6. Submit the Proposal

Symphony will not prevent a SAM POC Administrator or Open Market Proposal Manager from certifying and submitting a proposal (see Figure 7). (See Administration Basics.)

Once submitted, Symphony will display the submission date and time, with the option to view the details from the Dashboard (see Figure 8)

Authorized users can retract submission(s) if a company needs to make edits up until the solicitation deadline (see Figure 9).
  • Resubmit after making changes. 
  • Once the Solicitation deadline occurs, all assets will be frozen.
